Rear Admiral Kohler was born in Valparaíso on October 05, 1962. After he completed his formal education in schools in Punta Arenas, Talcahuano, Valparaíso and Viña del Mar, he entered the Arturo Prat Naval Academy in 1978, from which he later graduated on January 1, 1983.

He has been a Naval Electrical Engineer since December 31, 1988 and General Staff since 2000. In 1989, he completed the complementary Naval Aviation Engineering course. In 2005, he obtained a Diploma in Strategic management of Human Resources in the Maritime University.

He has a Master's Degree in Maritime and Naval Sciences with a specialization in Naval Electric Engineering. He also has the title of Military Professor at the Naval Aviation Complementary Specialty School.

Throughout his career he has been at sea for seven years, he has been a Propulsion, Electrical and Breakdown Control Officer aboard the Frigate Condell and an Engineer aboard the Training Ship Esmeralda and the Icebreaker Piloto Pardo.

In 2003, he was the Head of the Technical Inspectorate on site for the Garuma II contract which conducted the structural maintenance of three major P-3ACH aircrafts within the Safe Air company facilities in New Zealand.

On land, he has been the Head of the Naval Aviation Repair Center, Head of the Department of Material Logistics of the Naval Aviation Command, Commander of the Aeronaval Base Viña del Mar, Administrator of the Industrial plant of ASMAR Valparaíso and Assistant Director of ASMAR.

On December 6, 2013, he became the Director of Engineering Naval Systems.

On January 1, 2014, the Supreme Government granted him the promotion to Rear Admiral.

On December 15, 2017, he assumes as Director of Shipyards and Construction.
