Vice Admiral MARCHANT was born in Valparaiso, Chile on January 23, 1945. He graduated from the Chilean Naval Academy and was commissioned Ensign on December 01, 1966.

His is a specialist on Surface Warfare and Navigation and graduated from the Chilean Naval War College, where he earned his Masters Degree in Maritime and Naval Sciences with major in Strategy and qualified as naval professor for intelligence. He is also a graduated from the Catholic University of Santiago, Chile where he earned a degree in Project Managing and Administration.

Vice Admiral MARCHANT has seen sea duty for over thirteen years and served aboard the Cruiser O`Higgins, Fast Torpedo Boat Tegualda, Landing Ship Aguila, Destroyers Orella and Ministro Zenteno, Training Ship Esmeralda and Fleet Oiler Araucano.

Throughout his naval career, he commanded the Landing Ship Elicura on 1984 while a Lieutenant Commander and the Antarctic Ship Piloto Pardo on 1989 with the the rank of commander.

Ashore he served as Chief of academics at the Naval Operations School, Head of Department at the Naval General Staff and at the staff Third Naval Zone - Punta Arenas. He also served as naval professor for intelligence, head of instruction department and Director of the Chilean Naval War College. Chief for Strategic Planing at the National Defence Staff and Naval Attachí© to the Chilean Embassy at Buenos Aires, Argentina and concurrent to Paraguay and Uruguay.

On 1996 with the rank of Commodore he was appointed as Director for Naval Weapons.

On January 01, 1997 he was promoted to Rear Admiral and on 1999 he took office as Director for Naval Intelligence.

He was promoted to Vice Admiral on January 01, 2001 and on June 18 of that year he took office as Director General Maritime Territory and Merchant Marine, as well.

He is married to the former Carmen MENENDEZ Duque they have a daughter Marí a Soledad, two sons Francisco Javier and José Luis and two grand sons Rodolfo and Marí a de los Angeles.
